Irina Kibalnik was born in 1940 in Pinsk, Belarus Soviet Socialist Republic. From 1951 to 1971, she lived and worked in Ufa. Kibalnik studied at Moscow Art College in Memory of 1905. From 1963 to 1965, she taught at Ufa Art College. From 1971 to the end of her life, the artist lived and worked in Moscow.

Kibalnik was the member of the Artists Union of the Soviet Union (later of Russia) since 1968, and member of its Moscow branch since 1970.

Irina Kibalnik passed away in 1995.
