Vera Shibaeva was born in Verkhoturye, Sverdlovsk region, in 1949. In 1989, she graduated from the Applied Painting department of the Ufa branch of the Kalinin College of Arts and Industry.

Since the 80s, the artist worked with fabrics a lot. Her contribution helped develop decorative textile techniques in applied arts of Bashkortostan.

The artist created fabric panels, collages, appliqués, clothes, puppets, and also worked with photography. She took part in various exhibitions since 1989. Her works can be found at the Nesterov Museum as well as in private collections.
